same thing as Chidori and Rasengan shock and debilitate them

So it it rasengan with raiton release rasengan or is closer to rasen shuriken with raiton. If its the later what shape does it manifest in, this would be s-ranked and could only be accomplished by you cause you have extremely large chakra capacity

But he is mostly right, If you accept the tailed beast you may be able to preform this if you tell what shape it takes and also you will be very limited after you use it and how may times you may use it per fight. Damage may also be done to you after use.

@Kakashi remember kakashi was never able to complete this jutsu. For one thing he doesnt have enough chakra A jutsu of the rasenshurken magnitude. Plus people's signature jutsu like rasengan and chidori and othe A-ranked jutsu cant be done by other.

Looks at Tyr's comment if you dont believe about the chakra amount though

This jutsu is approved. Kakashi< I would love to say you can however you don't have the chakra level...sorry. But as for not being able to copy peoples signitures...well that would depend on a number of things and The admins would say if you could or not. For instance the chidori is simply gathering lightning charkra, that can be copied and the rasangan is just spiral chakra in one's hand. Anyone who meets the criteria can do these with the proper training. Which leads me to another point. All Jutsu must be trained for. If you all of a sudden have a new jutsu, and don't tell us when you learned it or if you have not taken the amount of time nessecary to learn, you will not be able to preform it. And in a fight, If you try and pull it off, the admins will not allow it and your opponent will get another trun. So try crap like "Instant learning" and you will most likely be killed in a fight.
